A statement of work (SOW) is used in the purchase of services to define exactly what work is being contracted, by whom, when, and how it is to be done.  The SOW describes as precisely as possible what is expected of the supplier.  All purchases of services, no matter how simple, must have a clear definition stating exactly what is to be done, when it is to be done, and what constitutes an acceptable result.  Many disputes between the purchaser and supplier that occur after services are performed are the result of a difference of understanding regarding what was desired.

BIO OF SPEAKER - Merle Roberts, C.P.M., CPSM

Merle W. Roberts, CPSM, C.P.M. is an internationally recognized speaker and seminar leader.  He has presented over 900 full-day seminars on a variety of supply management topics ranging from “Fundamentals of Purchasing” to “CPSM Exam Preparation”.  He has delivered programs in 30 states in the U.S., three provinces in Canada, Mexico City, Mexico and Beijing, China. 

Mr. Roberts is the Founder and President of Perpetual Frontiers - a management consulting firm specializing in business process improvement and professional development training for the supply management profession.  He earned his Bachelor of Science Degree in Management at Pepperdine University in Malibu, CA and has over twenty-five years of experience in Purchasing and Supply Management. 

He taught as an Associate Professor in the Purchasing and Supply Management program at Coastline Community for 23 years and developed programs and taught for CSU-Dominguez Hills, UC-Riverside, and Fullerton College.  He is a contributing author to ISM’s CPSM Instructor Courseware, the author of ISM’s C.P.M. Review Course Module 4: Management - A Self-Study Workbook, and a contributing author of ISM’s C.P.M. Study Guide.  He is also a former member of the C.P.M. item writing and review committee.

SESSION OVERVIEW
Southern California’s position as North America’s leading trade gateway is constantly challenged by both local and external forces. These include a still-struggling economy, deteriorating infrastructure, lack of financing for goods movement projects, security-related pressures and an often complex regulatory environment that many fear drives the cargo away to more business-friendly places. In this presentation, O’Brien will review key trends in international trade and their likely impact on the region.

The focus will be on the following:
· The changing landscape for environmental regulation at the local, state, national and international levels
· The impact of changes in Asia
· The opportunities and threats posed by the expansion of the Panama Canal

There is reason to be confident that Southern California will remain competitive as long as industry and its governmental and community partners are aware of the risks of not acting.

ABOUT THE SPEAKER
Thomas O'Brien is the Director of Research for the Center for International Trade and Transportation (CITT) at California State University, Long Beach.  He is also the Associate Director, Long Beach Programs for the METRANS Transportation Center, a partnership of CSULB and the University of Southern California. O’Brien is an instructor in CSULB’s Master of Arts in Global Logistics program and the coordinator of the MAGL internship program. He is also an instructor in the Global Logistics Specialist Professional Designation Program as well as the students’ capstone advisor.   Dr. O’Brien’s research focuses on the impacts of goods movement policies.

Dr. O’Brien has consulted to a wide array of public and private sector clients in the areas of transportation, land use, and economic development planning. In the area of transportation, he prepared a policy background paper on freight planning for the Federal Highway Administration.

Dr. O’Brien has a Ph.D. in Policy, Planning and Development from the University of Southern California and holds a Masters Degree in Urban Planning and Development from the same university. He is both an Eno and Eisenhower Transportation Fellow. He was awarded the GLS Program’s George Marshall Instructor Award for the fall of 2006 and the Bill Wisener Distinguished Service Award for 2007-2008.

SESSION OVERVIEW:
This session will delve into the practice of Six Sigma, a business management strategy that seeks to improve the quality of process outputs by identifying and removing the causes of defects (errors) and minimizing variability in manufacturing and business processes.

Six Sigma doctrine asserts that:
* Continuous efforts to achieve stable and predictable process results (i.e., reduce process variation) are of vital importance to business success.
* Manufacturing and business processes have characteristics that can be measured, analyzed, improved and controlled.
* Achieving sustained quality improvement requires commitment from the entire organization, particularly from top-level management.

ABOUT THE SPEAKER:
Kenneth (Ken) Grimes is a Senior Manager of Audits & Assessments, Quality Management Systems, Integrated tools and Metrics. He is a Certified Raytheon Six Sigma TM Expert for Raytheon Technical Services Company LLC, a wholly-owned subsidiary of Raytheon Company. RTSC provides technical, scientific and professional services for defense, federal and commercial customers worldwide.

He is responsible for leading the internal Quality Management System Audits & Assessments  organization. This team evaluates the RTSC organizations are meeting contract requirements relating to quality. He leads the identification of tools and metrics that align with the RTSC business model and are used to manage the business for meeting goals and expectations. Among these are the Board of Directors metrics, Mission Assurance metrics, and the R6σ Balanced Score Card. In addition, Ken leads the team that analyzes and implements new integrated tools for deployment within RTSC’s Performance Excellence organization.

About Our Speaker: Matthew McCarter

Matthew McCarter is an assistant professor of management in the Argyros School of Business and Economics at Chapman University and received a PhD in business administration from the University of Illinois at Urbana-Champaign. His expertise focuses on increasing cooperation and collaboration within and between organizations in such contexts as negotiation and teamwork. Matthew has published on collaboration and cooperation in leading academic journals including Organizational Behavior & Human Decision Processes, Journal of Operations Management, and Journal of Business Logistics, among others. He uses a simulation-based approach to teaching and training, engaging participants using group exercises applicable to many organizational settings. Matthew is an avid watcher of the NBC show “The Apprentice” and enjoys camping with his wife and three children.
